Walk & Roll Pinole

Walk & Roll Pinole, the City of Pinole's Active Transportation Plan ("ATP") seeks to establish a vision for improving walking and bicycling within Pinole that caters to people of all ages and abilities. Objectives of the ATP include identifying implementable projects, programs, and policies that address regional goals to reduce Vehicle Miles Traveled (VMTs).

Project Background

Walk & Roll Pinole aims to establish a vision for improving walking and bicycling within Pinole for people of all ages and abilities. This ATP will provide recommendations that seek to increase safety, accessibility comfort for pedestrians and bicyclists, enhance connectivity between existing transportation networks and key destinations, and help the City address regional goals to reduce vehicle miles travelled (VMT).

Walk & Roll Pinole will recommend network improvements combined with a menu of options for recommended education, encouragement, and evaluation programs to provide a holistic approach to improving active transportation in Pinole. Improvement recommendations for Pinole will be developed in partnership with the community to create a plan that works for residents, business owners, and visitors to Pinole (see options to Get Involved!).

This plan seeks to identify opportunities to improve walking and bicycling in Pinole and help the City address regional goals to reduce vehicle miles travelled (VMT) and greenhouse gas (GHG) emissions.

This ATP represents an aspirational vision for walking and bicycling in Pinole, identifying potential financing for improvements while recognizing that limited funding and resources may require strategic phases of implementation over many years.

Active transportation improvements grant access to safe transportation for everyone – and they create an opportunity to activate community spaces and improve quality of life. Improvements to the pedestrian and bicycle network allow for cities to accommodate growth in a sustainable manner that encourages residents and visitors to participate in community life while maintaining community character. Walk & Roll Pinole also helps to meet the goals of several existing local and regional plans that aim to enhance active transportation in the region, including the Pinole General Plan, the Contra Costa Countywide Bike and Pedestrian Plan, and more. Plan goals include: 

  • Increase connectivity and accessibility by providing a cohesive network of facilities for people to walk, bicycle, and roll.
  • Foster a safer environment for pedestrians and bicyclists.
  • Reduce vehicle miles travelled by encouraging active transportation and multimodal travel.

Community Engagement

In-person outreach efforts will include Community Workshops, a Walking Tour, and other Pop-up Events. Dates for these events will be posted on this website as they are scheduled. The public is also encouraged to provide ongoing feedback online. When proposed improvements are developed, the Draft Plan document will be made available for public review and comment.

Recommendations Development & Analysis

Active transportation improvement options will be developed based on an extensive evaluation of existing transportation conditions, public feedback, and analysis of collision and other data. Improvements will be prioritized to help the City plan for future implementation, including securing outside funding.

A Draft Plan will be developed and brought to the public for review and comment opportunities.

Plan Adoption

Once the Plan is complete, the City Council will consider for adoption. Once adopted, the City can then seek outside funding to assist with implementation and pursue projects as external and local funds allow.
